Eugene W. Rhinier, 76, a former Lancaster City Council president and a retired right-of-way engineer, died Friday morning at Lancaster General Hospital after a brief illness.
Rhinier, of 502 E. Ross St., was appointed to council in 1965 and served until 1982, including four years as president.
He sought re-election in May 1981, but he failed to win the Republican primary. Before going on the council, he had been city parks superintendent from 1962-65.
He retired in 1980 as a right-of-way engineer with the former Huth Engineers, now PSC Engineers & Consultants Inc.
Maj. Gen. Richard M. Scott, city mayor in the late 1970s, called Rhinier "a very dedicated man who was very deeply involved in city affairs. He did an outstanding job."
Rhinier was the husband of the late Edna I. Steinman Rhinier, who died in 1986. A lifelong Lancaster County resident, he was born in Manheim Township, a son of the late Walter and Irene Roehm Rhinier.
He was a member of Grace Lutheran Church and the Happy Hours Club. His Masonic affiliations included the Andrew H. Hershey Lodge 764, the Lancaster County Shrine Club, the Zembo Temple, the Tall Cedars of Lebanon and the Harrisburg Consistory.
He was a former chairman of the Lancaster Recreation Commission and former commissioner of City Parks and Public Property.
Former three-term mayor Thomas J. Monaghan said he worked closely with Rhinier for many years and especially admired the former councilman's dedication in his park and recreation work.
Rhinier's "desire to improve the parks and recreational (facilities) was unmatched," Monaghan said. "He was a really dedicated individual."
Rhinier was a graduate of Manheim Township High School.
Surviving are two daughters, Joan, wife of Larry Quinlivan of Herndon, Va., and Carolyn, wife of Robert D. Rothweiler, Leola; a son, Dennis E., Lancaster; seven grandchildren; and two brothers, Ernest and Larry, both of Lancaster.
Eugene married Edna Steinman, daughter of Harry L Steinman and Anna Harnly. (Edna Steinman was born on 2 Oct 1915 in Penn Twp, Lancaster County, Pennsylvania, USA 1 and died in May 1986 in Talmage, Lancaster County, Pennsylvania, USA 1.)
